Provincial Nominee Program (PNP)

The Provincial Nominee Program (PNP) is for workers who have the skills, education, and work experience to contribute to the economy of a specific province or territory and want to become permanent residents of Canada. Each province and territory focuses on different criteria for this program. Although our team at Nation Rise can assist you with PNP programs in multiple provinces, we will be focusing on BC PNP in this section.

There are 5 categories in this program:

  1. Skilled Worker

  2. Healthcare Professional

  3. International Graduate

  4. International Post-Graduate

  5. Entry Level and Semi-Skilled

1. Skilled Worker
 
This category is for workers who are in a professional, management, technical, trade, or other skilled occupation.
 
1.1 Eligibility
 
In order to qualify for the Skilled Worker category, you must:
  • have accepted a full-time permanent job (or one with no set end date) from a BC employer
    • the job must be in a NOC skilled occupation (Skill Level 0, A, or B)

  • be qualified to perform the duties of the job
  • have at least 2 years of directly related work experience
  • show you can support yourself and your dependents

  • have, or be eligible for, legal immigration status in Canada
  • for NOC B occupations, meet minimum language requirements
    • CLB Level 4 in listening, speaking, reading, and writing​
  • have a wage offer in line with BC wage rates for the occupation

2. Healthcare Professional
 
This category is for workers such as physicians, specialists, nurses, and allied health professionals.
 
2.1 Eligibility
 
In order to qualify for the Healthcare Professionals category, you must:
  • ​have the support of, or a full-time permanent job offer (or one with no set end date) from a public health authority
  • if you are a midwife, have a letter of confirmation from an established practice group in BC
  • qualify to work in your occupation in BC
  • have at least 2 years of directly related work experience
  • show you can support yourself and your dependents

  • have, or be eligible for, legal immigration status in Canada
  • for NOC B occupations, meet minimum language requirements
    • CLB Level 4 in listening, speaking, reading, and writing​

3. International Graduate
 
This category is for international students who have graduated from a Canadian university or college.
 
3.1 Eligibility
 
In order to qualify for the International Graduate category, you must:
  • ​have accepted a full-time permanent job (or one with no set end date) from a BC employer
    • the job must be in a NOC skilled occupation (Skill Level 0, A, or B)

  • have, or be eligible for, legal immigration status in Canada

  • have a wage offer in line with BC wage rates for the occupation

4. International Post-Graduate
This category is for international students who have obtained a graduate degree from an eligible BC institution.
 
4.1 Eligibility
 
In order to qualify for the International Post-Graduate category, you must:
  • obtained a master's or doctorate (PhD) degree in the natural, applied, or health sciences​
  • have, or be eligible for, legal immigration status in Canada
  • have completed a valid graduate program of study at an eligible post-secondary institution in BC in the last 3 years

5. Entry Level and Semi-Skilled
 
This category is for workers in a valid tourism/hospitality, long-haul trucking, or food processing occupation.
 
5.1 Eligibility
 
In order to qualify for the Entry Level and Semi-Skilled category, you must:
  • have accepted a full-time permanent job (or one with no set end date) from a BC employer in a specific occupation in tourism/hospitality, long-haul trucking, or the food processing industry
    • for the Northeast Development Region of BC, you may apply in any NOC occupation (Skill Level C or D)

  • have been working full-time for your employer for a minimum of 9 consecutive months before applying
  • meet minimum language and education requirements
    • CLB Level 4 in listening, speaking, reading, and writing​
  • qualify to do the job offered to you
  • show you can support yourself and your dependents

  • have legal immigration status in Canada
  • be earning a wage in line with BC wage rates for the occupation
